Abstract
Demand-side policies have received more attention in recent years. Science and technology parks have traditionally been a supply-side innovation policy instrument and have not always succeeded in achieving their objectives and promoting the knowledge-based economy. This study conducts two surveys and constructs two science and technology park management models based on the survey results. One of the surveys covers 76 experts and managers of Chinese science and technology parks, while the other survey covers 24 experts from science and technology parks from 15 countries. These models are compatible with third generation science and technology parks. As for innovation policy, it tends towards demand-oriented policies and should be more effective than supply-oriented models. The results showed that tenant incentives and linkages between science and technology parks should shift from a supply-driven model to a demand-driven model.
